Yes Relocation Authorized: National - Family US Citizenship Required: Yes Other Requirements: Pre-employment drug screen and background check Project The ML2 Project is design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). Located at Kennedy Space Center (KSC), the purpose of ML2 is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America's need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch site's ground systems. Role Overview Plan and support NASA's Mobile Launcher 2 (ML2) testing and commissioning process, managing early planning and commissioning phase activities for the mechanical team and completing contract requirements. Design Phase Activities: The Mechanical Lead Commissioning Specialist for NASA's Mobile Launcher 2 project will provide support for early Mechanical deliverables: During the design phase of the project, principle responsibilities will include, but are not limited to, the following: Prepare scoped drawings, subcontract packages, site-specific plans and procedures (flush, chemical clean, water production/disposal, cold-shock testing, etc.), detailed schedules, work packages, populating quantity database, reviewing engineering design, procurement documentation, spare parts, and vendor submittals. Provide input to Engineering for system and equipment drawings, system requirements matrices, 3-D model, vendor drawings and manuals, and other documentation. Prepare detailed startup plans for assigned system commissioning activities, integrate all discipline activities into these plans. knowledge of industry and regulatory standards, and design criteria pertinent to NASA projects for development of test plans and procedures. Prepare deliverables for other Commissioning disciplines, as needed. Support design reviews and functional activities. Travel to vendor facilities for inspections and testing. Design phase activities will be performed in the engineering office located in the Kennedy Space Center (KSC) area (Titusville Florida). Once Construction mobilizes to the build site, the Commissioning team will also relocate to the build site on NASA's KSC property. Commissioning Phase Activities: During the commissioning and testing phase of the project, principle responsibilities will include, but are not limited to, the following: Support plant testing, commissioning, and startup activities. The lead will be responsible for managing mechanical commissioning, assigning systems and responsibilities to the mechanical startup engineers under his/her direction. This will require coordinating with electrical, instrumentation and control systems disciplines within the commissioning team to complete all required testing. Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents. Complete testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), site-specific, and other procedures. Complete all test records, data sheets, etc. to fully document testing activities. Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging (i.e. ensure Bechtel is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO; Report and document work activities on a daily basis, in accordance with applicable procedures. Supervise and direct subcontract personnel as required to support commissioning activities. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints. Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures. Provide input and updates to project controls as required to maintain accuracy and progress of project schedules, QURR and other progress tracking tools. Prepare required design change and non-conformance documents in accordance with Bechtel procedures as required to document as-built conditions and/or properly resolve deficiencies. Supervise field manual craft as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget. Participate in system turnover walkdowns for Construction turnovers and Customer handovers , initiate, track and resolve punchlist items for assigned areas of responsibility. Perform mechanical startup and commissioning work in accordance with corporate procedures and guidance. Using well developed interpersonal skills to interact closely and frequently with customer, operations, and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project's financial and schedule positions. Use Microsoft Word, Excel, Access and Bechtel Standard Applications in the execution of work assignments; Perform other duties as directed in support of project activities. Work hours as required, including shift-work, overtime, weekends and holidays as necessary to support the project; Overtime will be limited to a maximum of 60 hours per week. Expected duration of assignment is approximately 3 years, with project completion in early 2023. Basic Qualifications Grade 26: Bachelor's degree from an accredited university in Engineering or related field and 9 years related experience in commissioning, testing, engineering, operations, maintenance, industry, or military experience ; in lieu of a formal degree, 12 years of related experience which may include commissioning, testing, engineering, operations, maintenance, industry, or military experience . A minimum 7 years of experience in testing, startup, and commissioning of mechanical equipment and system testing is required, to include testing of rotating equipment, pipe line cleaning, and system lineup . At least 5 years of experience in supervising and managing craft workers to perform commissioning or activities. Grade 27: Bachelor's degree from an accredited university in Engineering or related field and 12 years related experience in commissioning, testing, engineering, operations, maintenance, industry, or military experience ; in lieu of a formal degree, 15 years of related experience which may include commissioning, testing, engineering, operations, maintenance, industry, or military experience . A minimum 10 years of experience in testing, startup, and commissioning of mechanical equipment and system testing is required, to include testing of rotating equipment, pipe line cleaning, and system lineup . At least 5 years of experience in supervising and managing craft workers to perform commissioning or activities. Minimum Qualifications Must be a US Citizen. Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center. In-depth knowledge in the areas of Mechanical, Operations, and/or Shift Technical Engineer and knowledge of principles and practices related to sound design and operation. Good knowledge of related construction and engineering practices and the economics involved. Knowledge of industry and regulatory standards, and design criteria. Skilled in oral and written communication. Preferred Qualifications Previous experience and knowledge of Bechtel Startup and Test procedures, programs, and processes. Previous experience as a Bechtel Startup (Commissioning) Engineer scheduling and performing system testing and commissioning. Previous experience in early planning of commissioning and testing scope to include startup system scoping and detailed flush and chemical clean planning. Previous experience as lead/supervisor in Startup and Commissioning. Previous NASA or aerospace experience. .
